Thomas Preud'homme cc7da2e459 Let the choice of the path to papihighlevel 
* Introduce 3 new variables:
  - LOCALDIR: base directory for looking after papihighlevel
  - PAPIHIGHLEVELINCDIR: include directory in $(LOCALDIR)
  - PAPIHIGHLEVELLIBDIR: library directory in $(LOCALDIR)
